After all of these steps, the remote seems to have stabilized on 89% and I'm not sure exactly what I did but one of those things that I toggled/killed was probably probably draining the battery on the remote. I never noticed that before in tvOS 16 because I remember distinctly in tvOS 15 that I had to press and hold the Siri button to give commands. I also used siri and I noticed that I don't have to keep the Siri button pressed down when I give commands. And so I closed all running apps, maybe one of those apps was actively requesting input from the ATV remote. But the remote still went from 100% to 90% in about 4 hours. I restarted AppleTV several times and put all connected devices to sleep. But I noticed that the battery was draining almost as fast as an iPhone battery it went from 100% to 10% in 2 days. So last Saturday the volume control stopped working with my TV so I did the Home+VolumeDown button to restart the remote and the following day the Remote's battery suddenly dipped below 20% so I charged it back up.
